Rachel joined Palms in 2021 and oversees the legal and regulatory functions for Palms in the United States, Cayman Islands and the United Kingdom.  She works with all areas of the Palms team to assist in strategic development and risk management.

Prior to joining Palms, she had 25 years of experience in the insurance industry including, litigation, mediation, arbitration and contracting in the excess, surplus and reinsurance arenas.  She also served as Assistant Attorney General representing state insurance funds in Missouri and as an Administrative Law Judge.

She holds a Bachelor of Arts in Journalism and a Bachelor of Arts in Political Science from New York University and a Juris Doctor from Washington University in St. Louis.
